Vitellia, the daughter of the previous emperor, sees himself as the real heir to Rome, but now Tito is emperor - and he makes no attempt to use her at least by a marriage with her dignity as Empress. Much worse, he loves a stranger, a barbarian, Queen Berenice of Judea. Vitellia is determined to come to power through an insurrection. Sesto, a close friend of Tito, has fallen in love with her and demands that he overthrow and kill Tito. Sesto hesitates, because he is like all convinced of the ruler qualities of Tito. But his yearning for Vitellia's love triumphs, he prepares rebellion and murder. As soon as he is gone to strike, Vitellia hears that Tito has broken the engagement with Berenice, because the Romans do not tolerate a foreign Empress. Vitellia believes that now she will certainly Tito's bride and says the rebellion. But she was wrong: Tito chooses Servilia, Sesto's sister, to honor his friend's family. Once again, Vitellia sees herself deferred and incites Sesto to revolt and murder again, which is even more difficult, but again his love for Vitellia wins over his friendship with Tito. Meanwhile, Servilia has confessed to the Emperor that her heart belongs to Annio, and Tito renounces her, he wants to reward her sincerity. His choice finally falls on Vitellia, but Sesto can not bring it back. The uprising is in full swing and Sesto is conducting an assassination attempt - but the one he's stabbing in the dark is not the emperor. Tito is alive and Sesto is arrested as a murderer. In interrogation by the emperor he does not betray Vitellia's intrigue. Nevertheless, the Emperor secretly decides to spare Sesto's life, rather one should scold him for too much leniency than because of too much cruelty. Finally, Vitellia struggles to speak the truth to save Sesto's life, which he was willing to give for her. Tito is aghast at the infidelity of the people he has considered his friends, but still decides to forgive everyone. He renounces a marriage.
